The best units from the game will be included in the S Tier, as you would have guessed. They are regarded as the most powerful and favored units. It almost feels like a cheat code while using these fighters so this can give you an idea of how overpowered they can get.
Final Form Cooler
Cooler is one of the famous villains in the Dragon Ball Universe and is our strongest fighter in the game. His insane robust abilities and powers give him an upper hand in every battle and no challenger is strong enough to take him down. Cooler thrives mainly due to his impressive offensive stats on the other hand his defensive game it’s a little weak but the remarkable attacking sets make up for that. Overall the unit feels like a real cheat code.
SP Android #17 & Android #18
These particular characters are a duo, which means you can switch between Android #17 and Android 18 at any time in the battle. That makes it very tricky for the foes as the constant switching can become very frustrating and they may lower their guard in confusion, thus exposing them to attacks.
Super Gogeta is the only fighter who is capable of using their Ultimate Arts Card twice. He also has access to end his powerful combos with his powerful Special Move Arts Card. Defensively Super Gogeta is a tank that can increase his defensive stats up to 70% allowing you to take maximum damage without lowering your health significantly. So in short his game is all about the special defensive stats alongside numerous powerful combos.
Ultra Instinct Goku
While controlling Ultra Instinct Goku you won’t have to do much because of how strong his attacking moves and combos are and all you need to do is spam the attacking buttons. Once you level him up to the maximum level all his powers are enhanced allowing you to get access to some of the deadly moves.
As for his defensive game, UI Goku struggles despite his 65% damage reduction which gives him a little disadvantage going against some powerful enemies.
Legendary Super Saiyan Broly
This particular fighter has access to powerful explosive attacks, the ability to restore health by 20% and reduce enemy KI by 70. Legendary Super Saiyan Broly has a balanced attack and defense game which makes him an ideal fighter for players wishing to use him as an offensive unit or utilize him in defensive tactics to win battles.
Super Saiyan 3 Goku
Goku has a special meter that functions very differently from the others that we’ve seen. His meter needs at least two combinations to full, and he has several powerful effects like disappear manipulation and lock-in Special Move Arts that can quickly shift the balance of the battle.
Super Vegito is capable of using several unique combos which also allows him to draw cards at a higher speed. Defensively he proves to be a vital asset due to his 70% damage reduction. So in short Super Vegito is a very balanced unit.
The strongest characters with the slightest game flaw will be found in the A rank of the Dragon Ball Legends Tier List extreme. They are denied a spot in the S Tier due to these shortcomings. These characters have the potential to be the most powerful characters, but because of those little flaws, we believed that they will have to settle for a lower rank.
The first entry of any form of Vegeta in our list is Majin Vegeta. He is a returning character from the prior games and is stronger than ever. His offensive abilities combined with damage reduction make him a very powerful fighter. With these impressive attacking stats alongside combos, Majin Vegeta easily gets a place among the best attacking fighters in the game.
Super Saiyan Trunks
Super Saiyan Trunks is best suited for early-game battles where his outstanding offensive style aids him against any opponent. As for the latter half of the game he can struggle a little if he’s not leveled up to the required level. SS Trunks also has access to heal himself allowing you to regenerate health and helping you in tough battles.
Mecha Frieza has a special ability that can destroy enemies’ special move arts cards. Similarly allowing you to draw special move art cards. Other than these abilities he is a strong offensive fighter with excellent speed to add up to his game allowing you to succeed in any challenging battles.
Final Form Frieza
Another form of Frieza Final Form Frieza is a great fighter to use in the game. Attacking wise he is a beast due to his explosive attacking move sets but his game is a little weak in the defensive apartment. This unbalanced combination prevents him from getting a place in the S Tier thus finding a place in the A Tier.
Super Saiyan Gohan (Youth)
Super Saiyan Gohan (Youth) is the greatest LL (legends limited) fighter in the game. Unlike many fighters, he needs a transformation to improve his attacking moves and stats. Once that’s achieved Gohan is one serious unit to watch for.
Angel Golden Frieza
One of the best if not the best all-star banner fighter, Angel Golden Frieza is a great pick for the game due to his attacking sets. As for his defense, it isn’t up to the same level but he can heal and regenerate health which gives the players an edge in losing positions.
Whis has an Extra Arts Card which includes a brand-new ability “Obscure” that makes it difficult for your opponents to see what card is in their hand by turning them face down and shuffling them. The ability, followed up by his well-balanced attack and defense stats, gives Whis a place in the A Tier.
Cell the classic Dragon Ball villain is another entry on the list. Perfect Cell is best known for his unique attacking abilities and regeneration of health which can be combined with different cards to improve it further.
1st Form Frieza
Another returning character from the previous games 1st Form Frieza has not seen many changes in terms of upgrades however he is extremely bulky in this game, thus slightly raising his support to provide him and his allies with more protection.
The B Tier will include the average entries from the top 40 fighters as well. If we compare them to the above fighter these fighters come off second best so we best believe the current tier best suits their capabilities and overall game.
Super Saiyan God SS Vegeta
He is a skilled fighter with the lock-in Ultimate Arts Card that can turn the tide of battle with the ability to increase his Damage while aiding his allies. In terms of defense, God SS Vegeta is strong with the cover because he receives 60% less damage.
Super Saiyan God SS Vegito
Super Saiyan God SS Vegito’s versatility allows you to hold off any enemy with minimum effort. With his high impressive defense and attacking abilities compromising various combos, he’s one powerful unit in the game.
Hero Tapion is best known for his ability to seal cards from opponents. His attacking stats aren’t that strong but in a team battle, he plays a vital role by supporting his allies which makes him a very helpful unit in the game.
Super Saiyan Gohan
An LL fighter Super Saiyan Gohan proves himself as a decent support unit. Gohan gives his allies a tremendous boost in both attack and defense. That makes him a very good support fighter and is a must-pick in team-up battles.
Another LL fighter in the game, Buu Kid has a great influence in battles due to his outstanding attacking abilities. As for defense, he has the ability to heal himself and a large amount of Damage Infliction. Overall a very versatile unit in Dragon Ball Legends.
Significantly a weaker LL fighter so far in the list, LL Bardock makes his way into the B Tier. LL Bardock thrives in battles that last for a long due to his ability to buff up later in those battles. However, in the current meta of the game, his competitors of a similar class have a better buff-up ability making him slightly weaker and thus not getting a place in the above ranks.
Super Saiyan Goku became a fan favorite in the Dragon Ball Legends. Unlike the previous games, he has seen a drastic improvement in both attack and defense with enhanced overall stats. Similarly getting a boost in speed alongside abilities of damage infliction and attacking powers Super Saiyan is one of the most preferred fighters in the game.
Final Form Frieza: Full Power
Final Form Frieza has many support abilities but the most stand out is Dragon Ball destruction. The ability makes him a strong support unit which helps him and his allies in tough battles. When he’s the only fighter standing Final Form Frieza’s 60% Damage Infliction gives him an alarming Art Card Drawing speed which further adds up to his splendid team-up game.
Super Saiyan Trunks (Adult)
One of the recent inclusion in the game, Super Saiyan Trunks is among the few characters with a special gauge that, when filled, transforms him into an unplayable fighter. This enhances his attacking, defensive, and speed so much that it feels like nothing will take him down. Additionally, the gauge fills with a minimum of effort, making it incredibly simple for you to utilize his powerful abilities.
The C rank of our Dragon Ball Legends Tier List team will include those fighters from the top 40 that don’t quite have the same impact as the characters we have discussed above. Still, they prove to be a solid unit and can give the best fighters a run for their money.
Jiren: Full Power
Jiren works best in teams that already have a Revival or Endurance Fighter class so that you can keep him alive longer to benefit from his additional bonuses. He has reasonable defensive capabilities thanks to his access to 70% decreased Damage intake.
Super Vegito got a very strong attacking base making him a decent pick in PvP battles. However, his defensive abilities are quite not up to the same level which leaves him exposed to many powerful opposition attacks. That imbalance between attack and defense gives him a place in the C Tier.
Ultimate Gohan Absorbed Buu: Super
Ultimate Gohan Absorbed Buu has a restoration ability where he can restore his health by 20% similarly he has a 20% damage infliction making him a good defensive character.
Gamma 1 thrives due to his blast damage powers which can wipe out any fighter. Similarly, once the battle starts he has access to a 50% Damage Reduction allowing him to deal heavy damage. However, his defense might use some work that leaves him vulnerable to some heavy attacks.
Perfect Form Cell
The Perfect Form version of Cell has access to randomly destroying 2 enemy cards while dealing heavy damage at the same time. Perfect Form Cell has a good balance of attack and defense but unfortunately, there’s nothing more special to his game.
Super Saiyan 4 Goku
Super Saiyan 4 Goku didn’t live up to the expectations. He has a very faulty defense alongside very average attacking move sets making him one of the weakest forms of Goku in the list. However, what makes up for these disappointing stats is the ability to dodge coming attacks with ease and counter-attacking with blast attacks.
Another Goku unit, to follow is Goku Black which is a support class. He comes in handy in 2v2 battles due to his good damage control. Overall, we don’t find the fighter to be all that fascinating, thus we think this is the ideal tier for him.
The remaining characters that are not on the same status as the previous fighters will be found in the D Tier in our Dragon Ball Legends Tier List 2022. Among the 40 characters listed, they are the weakest.
Super Saiyan 4 Gogeta
Super Saiyan 4 Gogeta possesses extremely well-rounded abilities and move-sets. One of his signature abilities is where he uses both his main ability and special ability to cancel off damaging element factors up to four times in total. He has a very impressive buff that he can only obtain by eliminating the opposing fighters with the power to revive, which most people consider to be pointless.
Otherworld Super Saiyan Goku
Otherworld Super Saiyan Goku is a support type who is an SP fighter. He is a powerful fighter but with the game having plenty of better options in the game so we conclude he best suits the D Tier.
Another fighter with excellent offensive stats and skills but falls short defensively, leaving them exposed to powerful attacks. Other than that SS Gogeta supports his teammates, he buffs the opposition with a +20% Strike Damage.
SP Gohan brings overwhelming offensive move-sets to the game, making him extremely dangerous for the opposition at any point in a battle. He is notably effective against Androids thanks to his masterful Transformation. However, he isn’t that convincing against other typings in the game and needs special combos and a team-up to come out on top against them.
SP Gamma 2
SP Gamma 2 specializes in melee attacks. Overall his abilities aren’t that exciting so therefore we recommend using him only in the initial stages of the game.
SP Goku is a solid fighter with fantastic longevity in the battles. As the battles go on his Damage Inflicted Buff allows him to withstand many attacks. As there are better options in the same class we decided to place him in the D Tier which is a bit harsh on his abilities.
SP Piccolo has seen quite an improvement from the previous games and has a pretty decent state base in DBS. However, his regeneration of health is where he still falls behind and the players will struggle in challenging battles due to that.
SP Ultimate Gohan
SP Ultimate Gohan has an unbalance between attack and defense which leaves him very exposed in different situations. However, if used in a 2v2 with the right partner he can prove to be an exciting fighter who can punch above his weight.

Many of our readers will believe that this list isn’t a perfect portrayal of every unit in the game, but ranking lists are one of those topics that are entirely dependent on individual viewpoints which differ for every person, so we’d still like to hear your comments.
