The thing that drags him down to the D tier is that there is also a great risk of losing a lot of coins in an unlucky dice roll. To make up for the coin loss isn’t easy. This will make winning more difficult if he doesn’t get good dice rolls. If lucky, he may prove to be a good character. Though Waluigi is not a good character as his dice rolls are risky.
