S Tier
S Tier.The S tier has those ninjas that are the best of the best. They have heavy abilities and are mastered in various jutsus with enormous chakra.
Madara Uchiha
Madara was the mythical member of the Uchiha clan, creator of Konohagakure. He was one of the most potent Shinobi in history and thus identified as the most powerful Uchiha. He was born with a very strong Chakra defined as foul and evil. His chakra control can perform different techniques. Chakra control can achieve through various techniques by a single hand seal.
Additionally, he could also quickly absorb Senjutsu chakra, therefore joining the sage mode despite no prior training. While spreading his chakra over 25 wood clones each still had sufficient power to risk the 5 Kage. Besides he was an expert in a variety of Ninjutsu styles. Using Jui Jutsu was powerful enough to limit the target’s actions. Hence Madara was a qualified detector able to detect other chakra signatures from far away.

Hashirama Senju
He was a member of the renowned Senju clan. Hashirama was called the God of shinobi for his unmatched ninja prowess. He obtained peace for the shinobi world and to that end he established Konohagakure. Although he wasn’t able to gain peace during his lifetime, his imagination of the world would continue to sort the shinobi world even after his demise.
He had powerful life energy, which made his chakra so powerful that it could impact his surroundings when released as strong shockwaves. Being qualified in a variety of shinobi skills. His barrier ninjutsu was developed enough to defeat the Ten-Tails. He could store different tools for battle through his skills in fuinjutsu.

A Tier
A Tier.After discussing the Naruto stars of S+ and S tier, we shall now move towards the A tier of Naruto Characters Tier List. In the A tier the members are really good, obviously not as great as the ones mentioned in the above tiers.
Naruto Uzumaki
Naruto was an incompetent ninja who failed to graduate from the academy three times consecutively. Through decisiveness and training his skills improved to beat powerful shinobis. He gained exposure from all the Sannins for his potential. Naruto was able to conquer various members of the Akatsuki, eventually gaining praise from Konohagakure. He beat various reincarnated Kage. In the fourth shinobi world war, he also competed against the greatest enemy, Madara Uchiha, but could not defeat him. Hence Naruto is placed below Madara.
As an Uzumaki, he has huge aids of powerful chakra. He was capable to fight for three and a half days with strong rivals. Only in his battle with Sasuke, did he shows a little fatigue, even then he fought considerably. He was able to transfer his chakra to others and perform one-handed hand seals.

Sasuke Uchiha
Sasuke Uchiha is one of the last staying members of the Konohagakure clan. After his elder brother Itachi killed their clan, Sasuke sought revenge on his brother. His chakra is strong and is capable of doing many difficult techniques. When his curse of hatred aggravates, he becomes stronger and much more fierce. When he lost one of his arms, he understood to use one-hand seals.
He is very capable in taijutsu sufficiently to hold his own hand-to-hand fight against numerous opponents at the same time. His most even physical display is high speed. His brother gave him a cursed seal of heaven after their first confrontation. This seal reduces his own chakra and then substitutes it with a bigger amount of Orochimaru’s in return improving his power and speed. He has an eternal Sharingan.

Indra Otsutsuki
He was the firstborn son of Hogarama Otsutsuke. He was thought to be the most appropriate inheritor of his father’s education. However, his younger brother Ashura ended up getting it. This resulted in the two brothers fighting against each other. He was the creator of Ninjutsu and the ancestor of the Uchiha clan. Despite the loss of his mother and issues with Ashura, he has a bright and joyous childhood.
He spent quality time reading the books and journals that were written by his father. He learned ninshu in the hope of becoming the great Sage’s heir. Indra continued to amaze everyone with his natural capabilities and advanced growth rate showing his smart side. Thus other ninshu believers realized Indra’s example and began using this new invention to improve their quality of life.

Ashura Otsutsuki
He was the younger son of Hogoromo Otsutsuki. He inherited his father’s teachings which resulted in a clash between the two brothers as discussed above. Ashura developed incredible life force and physical prowess and was a pro of taijutsu. Additionally, he acquired Six path senjutsu by the powers given to him by his father.
His outstanding jutsus are Amenomihashira, Chakra Transfer Technique, Hands of Bonds, Mystical Palm Technique, Sage Art Wood Release, Sensing Technique, Six Paths Senjutsu, Six Paths: Kunitsukami, Swift Wind Wall, Top Transformed Buddha, and Truth-Seeking Ball. He was a slow learner than Indra, but afterward, he improved in ninshu. At last, he became so proficient that he passed his teachings on to others.

B Tier.B Tier
Here comes the B tier. Talking about Naruto, it’s quite difficult to place the shinobi based on their skills. But there is always the best and the worst in every era.
Might Guy
Might guy was the son of Might Duy. He was trained by his father. He was a great shinobi thus skilled to fight long battles. His chakra was huge. He has the eight gate technique, therefore he is able to open all eight gates that are limiting his chakra hence providing him enormous chakra.
Additionally when the last and eighth gate is opened the shinobi dies. Might Guy is famous for his historic fight with Madara Uchiha. He is perhaps the only shinobi who fought with Madara and brought him near death, although he wasn’t able to kill him. Might guy is placed in the B tier because he is skilled in only Taijutsu and none of the other jutsus.

Tobirama Senju
He is Hashirama Senju’s brother. When Hashirama dies he is made the Hokage of the village hidden in the leaves. He is the second Hokage. Tobirama had discovered numerous jutsus on his own. Hashirama is the biggest rival of the Uchiha clan and is able to control the Uchiha’s mind and control jutsu through his Flying Thunder God Mutually Instantaneous Revolving Technique, as a result of which he is able to attack without being visible to the human eye.

Minato Namikaze
Minato is Naruto Uzumaki’s father. He has half of the chakra of the nine-tailed beast sealed in him. Minato uses the Yellow Flash Technique, in this technique he makes certain marks being disappeared on one mark and reappear on the next mark, and so on. Indeed was the fastest shinobi of his time. He was a very intelligent man and was the youngest Hokage of his time. Minato was able to fight with the nine-tailed fox and sealed his spirit in Naruto’s and his own body.

Obito Uchiha
Obito Uchiha was the student of Minato Namikaze. During childhood, a huge stone falls on him and everyone considers him dead, but he was alive. During the time when Madara was considered dead, he found Obito Uchiha and keeps him with himself, and trains him according to his expertise. Madara gives him his Sharingan due to which he becomes extremely powerful.
In the end, his friend Rinn is killed, and due to this, he gets devastated and negative. He loses all hopes in life, he decides to capture all nine tailed beasts and with their energy, he will make such a genjutsu with the help of which everyone will be happy in an illusionary world. But Naruto and Sasuke defeat him.

Kakashi Hatake
Kakashi Hatake is one of Shinobi’s who is not an Uchiha but he has Sharingan. He has Sharingan in one of his eyes given to him by Obito Uchiha. By his Sharingan, he can copy any jutsu he sees once. He can not deactivate his Sharingan because it is not his own so to prevent his chakra from draining out he covers his Sharingan eye when he is not using it. Kakashi was the trainer of Naruto, Sasuke, and Sakura in team 7.
His only drawback is that when he uses his Sharingan, all his chakra is drained and he is not able to do anything else.

Shin Uchiha
Shin Uchiha was not an actual Uchiha rather got impressed by the clan and hence adopted the surname. He was rather a test subject of Orochimaru. A very capable ninja, Shin always planned ahead. During his battle with Sakura, he fought very well although he had used a lot of his chakra he couldn’t defeat her. He had the ability to accept all types of genes inside him.
As he is not an Uchiha therefore he is not able to deactivate his Sharingan, still, he manages to have a lot of chakra despite constant use of Mangekyo Sharingan. He can perform highly skilled attack patterns with the help of his Sharingan.

Killer B
He possesses the power of eight tailed beasts and can fully assemble them as well, obtaining a great amount of chakra by this. Since their youth, he used to solve a great mission that was allotted to him and his brother combined. Although he was a Jinchuriki, he was very caring and loving. He could not see anyone in pain or sorrow. B can partly transform parts of his body into Gyūki’s. He has huge chakra enough to keep fighting for a whole day.

Hiruzen Sarutobi
Hiruzen Sarutobi was the third Hokage. He has the Sage of a monkey, assembling any way he wants. He has learned a lot of jutsus also known as the Jutsu Expert. Hiruzen has all the five elements of nature transformation. He was such a strong shinobi of his time that the people were afraid to come to his village, as such a powerful ninja lives in the village.
Although he was a pro, still he is placed in the C tier because he has no specific Sharingan or rinnegan nor does he possess any sage power. He is just physically powerful.

Nagato (Pain)
Nagato was a shinobi of Uzumaki clan. He had a dream of bringing peace to the ninja world however when his friend Yahiko died, he adopted the alias ”Pain”. He has rinnegan ey that was given to him secretly by Madar Uchiha. When he loses his friends he decides to use his rinnegan to bring them back to life to make his dream of peace come true by any means either good or bad.
The creation of Six Paths of Pain by the corpses of Yahiko and five other ninjas is called Pain. The powers he possesses are Almighty Push and Almighty Pull, in which he can introduce such a force by his hands that can destroy the whole village and such a pulling force that drags anything he wants right towards him.

Gaara
Gaara has a one-tailed beast named Shukaku, which is a desert beast. He himself can manipulate sand, having such strong defenses that he has a whole cloud of sand surrounding him. His skin has a whole strong covering of sand, when attacked only the covering gets ruptured.
Besides that, Gaara has large reserves of powerful chakra. His chakra levels are partially due to the fact that he is the jinchukiri of Shukaku, After Shukaku is removed from his body, there is no apparent difference in his performance. In battle, he manages to stay away from his opponents and rarely uses taijutsu.

A (4TH Raikage)
He is very powerful and can manipulate lighting. A is very fast and strong, storming through walls by using one finger only. He was the leader of Allie Shinobi Forces. A’s nature transformations include Lightning, Earth, and Water Release.
His autograph technique is the Lightning Release Chakra Mode. For instance, can encase himself in the lightning chakra, and his physical parameters and thought processing is greatly improved. While already fast on his own, his raw speed becomes close to Yellow Flash. He was killed in combat between Orochimaru and Kimmimaro.

Tsunade
She inherited the life force and physical energy of both Uzumaki and Senju clans which enabled her to battle Madara Uchiha for over half a day without exhaustion but even survived by being kept conscious to recover others before being recovered herself. Her chakra resources are awesome enough to cure many shinobi during the final battle with Obito Uchiha. She has excellent control over her chakra.
She started storing her chakra into the Power of a Hundred Seal on her forehead. After the seal is removed she has access to the collected chakra. Although she uses the extra chakra for healing injuries or performing other jutsu, she can also share the chakra with others. That is why she is placed here in our Naruto Female Characters Tier List

Onoki
Onoki was the third Tsuchikage of the village hidden in the stones. He died when he used all of his energy to defeat Ku. He gave up his life as he came to realize his flaws and negativity.

Hanzo
During the time of the third Hokage, Hanzo was considered the fastest shinobi. Even fighting against him for some time was a big achievement for the ninjas as he was so strong. He has the Sage of salamander, assembling the abilities of a salamander.
His biggest flaw due to which he is placed in the C tier is that he can not breathe without the tubes he has attached to his mouth, when these are removed or destroyed, he can die.

D Tier.Entries in the D tier might mean a lot to a number of people, but overall they have certain flaws that stop them from being higher ranked.
Jiraiya
He was a great ninja and had tremendous knowledge. He passed on his incredible knowledge to his godson Naruto Uzumaki. Jiraiya was an outstanding teacher and a very versatile shinobi.
He was a very potent ninja and was offered to become a Hokage three times but he denied the offer as he thought that his personality has some flaws that are not suitable for a Hokage. He never used any jutsu as he was way too concerned about his appearance to the opposite sex which is why he is placed in the D tier.

Orochimaru
Orochimaru was a scientist. He sought immortality for himself and for this purpose he performed various unethical experiments on many fellows. He competed against Hanzo, having a huge amount of chakra. Orochimaru can use all five nature transformations. He can summon snakes ejecting them from his mouth and sleeves, also being able to turn his lower body into a snake tail which helps to increase his speed.
His schemes lacked foresight and failed many times. He is relentless and thus placed below despite his abilities that are overshadowed by his flaws.

Sakumo Hatake
Sakumo Hatake was Kakashi Hatake’s father. Although he was not much seen in the series he has many abilities similar to Jiraiya and Orochimaru. He had incredible ninja art. In his time he was said to be truly powerful. Even the idea of fighting him brought fear to the enemy’s minds.

Yamato
Yamato was a wood-style user. He had cells of Hashirama in his body. His boy has comparatively less chakra so he can utilize the wood style to a limit. His talents were shown to be enough to join the Anbu even when he was a child.
Due to his potential, Danzō took him on as his personal trainee and trained him by himself. Yamato was an admiringly capable ninja, having one of — if not the finest service record of anyone working under the Third Hokage — leading the Fifth Hokage to have the highest trust in him.

Kisame Hoshigaki

Sasori
Sasori was a puppet master, rather the best puppet master in the shinobi world. He assassinated the third Kazekage into his human puppet without anyone knowing it. He was trained by his grandmother, Chiyo, in puppetry.
Sasori was an extremely emphatic puppeteer and had a great talent for controlling his puppets. As a result, he created a number of creative ones including the three main puppets that Kankurō used. He is also an Akatsuki, but he is physically very weak.

Kakuzu
